Nice idea, but zero functionality

"Theoretically, there is a solar panel on the back w/ a ""heating element"" in the bottom of the birdbath so the water does not melt. We followed instructions for charging, etc. , but the water still is frozen. The bath holds about 4 oz of water; the bowl is so small birds cannot perch for a drink or use for a bath. The statue could use a weighted base for stability. However, the statue has good detail & still looks nice in the garden. We also sprayed with a waterproof spray as recommended."
