This phrase is part of a formal declaration made from the central balcony of St. Peter's Basilica in the Vatican, shortly after the white smoke rises from the Sistine Chapel chimney. The full formula is:

Then the cardinal protodeacon announces the name of the Holy Father & the name he has chosen as his Papal Title while the crowds cheer and the Church rejoices!
